Starting a new division what should payouts be?

I have been asked to start a new divinsion of an online direct marketing company. Although this is a high profile positions the base salary is way under what someone would normaly get at an exisitng company. Essentialy building the database up and re-marketing this data. I have been offered 10 percent net revenue of this division, but I have to cover all costs with this 10 percent. . If this division does 5 million in revenue, the division gets $500K to cover Salaries/Commissions, Technology, Misc. I feel this is not a great deal? Am I wrong here?
