2. A, C "A" is the only one that makes any sense for the first one. For the answer "C" to the second - - Autocratic governments in Germany, Russia, and Austria had directly led to the start of WWI, so there were changes made in each of these countries at the end of the struggle. Unfortunately, Germany and Russia both would soon become dominated by totalitarian rulers even though Hitler and Stalin were not royals. Hitler was elected as a National Socialist Workers Party candidate - a "NAZI". Big improvement aye?
