Is offline marketing, ads and flyers with promotions for online gambling websites legal in the united states?

1. It really depends on what you are promoting. I wouldn't dare advertise a sports book through flyers if I were you. I would not worry so much about casinos and poker though, as the law does not specifically outlaw that sort of online gambling.
2. This is a big grey area that no one except a lawyer or someone in your local or state government can answer. All I know is that the 1961 Wire act prohibits people from placing a bet over a phone line. Some in government have taken this to mean Internet. I don't think it is wrong if you are promoting a poker room offline. Think about it, i see people wearing Party Poker and Full Tilt poker t-shirts all the time. Technically, they are advertising those poker rooms. Will a policeman or some one in local government arrest you for that? I doubt it.
3. Yes, so far. It comes under protected speech. As long as you are advertising something that is legal, and online gambling is legal in the country were it is hosted, you can talk about it, rather in print, as commentary or advertisement. It's your right. The best lawyer who writes about the is named "Nelson Rose", do a search and you will find a lot that gives you a good perspective on this.
