How can I become a Webmaster? How can I learn? Class, books or Software?

I have in mind a strong business model of a family of internet website. I have a background in marketing. I would have to join with a web designer but I decided to go on my own. I am PC litterate. Is it enough to master Dreamweaver? I'm planning to make 60K a year with my concept. Right now, I have time, I have been laid off from a start-up 2 weeks ago. I have 3 month to learn and put in place this concept. Thanks for all your hep.
