1. The latest, most up to date, most commonly modified network software is Linux. Brands = Debian, Suse, Redhat/Fedora, etc.. Linux is modified and updated on an almost constant basis by the large force of contributors. Price = FREE
2. Networking software? Thats like asking what auto maker has the most up-to-date car. If you looking for network monitoring/management there are two sides of the fence; open-source and pay. Open source is nice becuase its free and you can usually get it to do what you want, but support if it doesnt work is not so hot. Commercial software is good, pricey and will almost certainly do what you want it to. If you're looking for what drives the internet, IOS on routers and switches, then you will most certainly be looking at commercial software. Cisco and all the other major players are constantly refining and patching their code to deal with new issues, bugs and enhanced features.
