first time email marketing?

Im about to start up my first online business and i have created a site which companies can register their interest for when it goes Live. I plan to buy a email list and send a bulk email to companies about my company and what it can offer them with a link to my site for them to register and opt into the mailing list or to opt out of the list. Because i have no clients at the moment is it legal to send these bulk emails out? Within the Email will have full contact details for myself and an opt out link.

3. I agree with the first two comments - you are not likely to get much response by spamming businesses. They really don't have the time to read emails that come out of the blue and will most likely delete them without reading them anyway...I know I do. The only time you might get away with it is if they signed up to the mailing list originally with the full intent of receiving random emails - which is probably not likely. It's difficult to say what to do without knowing exactly what your business is about. Are you just targeting any companies or are you looking for a specific target market?
