How do I get Affiliates to my new programme.?

We have just created and started an eceommerce (for selling /reselling websites) Affiliate programme. We have decided that we want to keep the programme independant initially, but are not sure of the best course of action for the speediest sign-ups of new affiliates. Its a superb and generous commission, and promises bonuses, plenty of customer incentives etc, so should ultimately be very acceptable to many affiliates. But, as a new programme, and not having marketed an affiliate programme before I am struggling to find the best places to market this. We do not wish to use a network like Cj etc. - Any help would be greatly appreciated. Can you advise please?
