Job title in Legal firm?

I saw some lawyer in parter, some in associate...what is the difference? I heard every year, the bar association control the amounts of new lawyer into the market, let 50% pass the exam, is it true? how is other 50% doing? they don't pass it and can't practise, how can they pay the huge debts? one of intersting article in NYT,(http://www.nytimes.com/2009/04/13/nyregion/13bigcity.html?em )and readers are upset by some lawyers pay.
