Is Phoenix a good place to form a Software startup?

There is a good chance that my family will be relocating to Phoenix in the next twelve months, for a company relocation for my spouse. I am planning to form a Software startup, and I was wondering if anyone knows if Phoenix is a good market for a Software startup. Are there alot of tech companies, and good tech talent in that metro area? Are there others interested in such things (potential partners)?
