Where can I get an Apple Iphone Unlocked?

My younger brother saved up and bought himself an Apple Iphone on Ebay, its networked locked to a foreign network, the seller won't take the phone back. My brother has tried every avenue, from market stalls to shops to even Apple themselves, who were unable to help. Is there anything that can be done? I really don't understand why Apple can't help, seems like very poor customer service to me, the phone is not on a contract or anything like that.

3. Apple would not help, & they are right in doing so, because you didn't purchase it from one of their avenues. Anyway, you have to be more specific about which iPhone you are referring to as well as which firmware it is on & which baseband it has on it, as all of these factors determines whether or not it is able to be unlocked or not.
4. Are you sure it isn't BLOCKED as you say Apple will not help you? If it is you are stuck with it as it will have been reported/stolen and the IMEI will be permanently barred.
