Legal to use client reference without consent?

I am wondering if it is legal to use my client's names without their consent for my website and other marketing collateral. Please advise. I just started working in this company realized they put up their client list online, without asking the clients and the list has been used for 8 years or so. We received a complain from a company which we settled through sending out a permission letter. As this process has taken quite an amount of time, we are wondering whether or not to proceed with the other clients.

1. Having them on your website implies that they endorse your business. Just because they are your clinets does not necessarily mean that they would actually endorse you. Therefore, it is fraudulent or a misprepresentation to have them up there without their consent. It's also a breach of their privacy. There are many reasons why one company would not want to advertise which service providers they use. Take the list down and start sending out requests for permission.
