Is this too expensive for email marketing software?

My boss spends over £300 a month on a subscription to an email marketing software that allows him to send a newsletter out to thousands of contacts at a time. I told this to someone who works in this kind of thing and he said that you can get the same thing for about £15 a month. I told my boss about this and he ignored my advice and when I mentioned it to somebody else in the office they said that he probably uses that software because the guy who runs it is his "friend". Is my boss an idiot or what?
